Blizzard has revealed exactly how the Legacy System will work in World of Warcraft: Forever, detailing a new horizontal progression layer designed to reward players for much more than simply reaching maximum level.

The system turns activities such as leveling different classes, developing professions, exploring Azeroth, playing PvP and completing dungeons and raids into account-wide progress. Completing Legacy Challenges earns Legacy Points that become available to the player's non-Hardcore characters.

The key distinction is how those points are used. Although Legacy Points are unlocked across the account, every character can spend them independently. One character could therefore specialize in profession-related advantages while another prioritizes exploration and world progression.

The initial 65 Legacy Challenges are divided across Classes, Tradeskills, PvP, Adventure, Dungeons and Raids.

WoW Forever starts with 65 Legacy Challenges

Blizzard has confirmed 65 Legacy Challenges divided across six categories. Completing each challenge awards one Legacy Point.

Classes is the largest category, accounting for 27 available points. Each class contributes points for reaching levels 25, 45 and 60.

Tradeskills provide another 18 points through skill milestones at 150, 225 and 300 in non-gathering primary professions.

PvP accounts for 12 points, including objectives tied to PvP ranks, Battleground reputations and milestones in the Field of Honor PvP Season's Journey.

Adventure provides two points, while Dungeons and Raids provide three each. Confirmed objectives include exploring the entire world map on the same character, completing a questline involving Lord Valthalak, defeating final bosses across different dungeon level ranges and overcoming raid encounters such as Onyxia.

The structure gives players multiple routes toward building their Legacy. Blizzard specifically notes that leveling multiple characters can help, but alts are not required to benefit from the system because all character advantages can be unlocked on a single character.

The Legacy System will usually unlock around level 25

Access to the Legacy System begins as soon as the account earns its first Legacy Point.

For most players, Blizzard expects this to happen when their first character reaches level 25. There are other routes, however: reaching 150 in a non-gathering primary tradeskill or exploring the entire world map can also unlock the system.

Once available, players can open Legacy through the shield icon on the menu or by using the default Y hotkey.

World of Warcraft: Forever Legacy Perk trees
Each character can independently allocate Legacy Points across the Professions, Adventure and Resourcefulness trees.

Legacy Points are account-wide, but every character gets its own build

Legacy Points are shared across the Battle.net account for non-Hardcore characters. Spending those points on one character does not consume them for another.

Instead, every character can independently allocate points across three Legacy Trees: Professions, Adventure and Resourcefulness.

That separation allows different characters to be configured around the activities they perform. A crafting-focused character can prioritize Professions, while another used for leveling and exploration can invest its points differently.

There is an important restriction at launch: each character can spend a maximum of 16 Legacy Points even when the account has earned more.

At the same time, players can initially earn up to 65 Legacy Points. The system therefore is not designed to let every character immediately purchase every available advantage.

What happens to points beyond the 16-point limit?

Continuing to complete Legacy Challenges still matters after reaching the amount of points a character can currently spend.

The account's accumulated Legacy Points also advance the Legacy Reward Track, which unlocks toys and cosmetic rewards.

Blizzard has detailed four initial rewards: the Replica Ironforge Air Rifle, Spectral Bear Cub, Spectral Bear Tabard and Reins of the Spectral Bear.

The Replica Ironforge Air Rifle is a toy that allows players to engage in mock firefights with one another. The Spectral Bear Cub is a new pet inspired by the dwarf hunter and his companion featured in the WoW Forever cinematic, while the Spectral Bear Tabard and Spectral Bear mount round out the revealed reward set.

Hardcore will have separate Legacy rules

Hardcore will not be available at the launch of World of Warcraft: Forever and will interact with the Legacy System differently once it arrives.

Legacy Challenges completed in non-Hardcore rulesets will not carry into Hardcore. Progress earned in Hardcore works differently: completing a Legacy Challenge there will also grant that challenge in the other rulesets.

Because PvP Legacy Challenges cannot be completed in Hardcore, Blizzard plans to introduce 12 new Legacy Challenges specifically for the Hardcore experience when that ruleset launches.

The separation prevents Hardcore characters from beginning their journeys with advantages previously earned in less restrictive environments.

Blizzard plans to keep expanding Legacy

The Legacy System is not being positioned as a static feature. Blizzard says it plans to introduce new Legacy Challenges with every new content release.

Those additions are also expected to bring new Legacy Perks, initially within the existing trees, with entirely new trees potentially arriving later.

The Legacy Reward Track will expand as more points become available, adding further cosmetic items and toys for players to unlock.

That philosophy helps explain Legacy's role within World of Warcraft: Forever. Instead of concentrating progression entirely around reaching maximum level and increasing character power, Blizzard wants different ways of experiencing Azeroth to contribute toward lasting account progression.

For players who enjoy leveling alts, developing professions, exploring, playing PvP or completing group content, the initial 65 challenges create objectives spanning nearly every major part of the game.

And with only 16 points spendable on each character at launch, deciding where those points go could become just as important as the total number of Legacy Points an account earns.
